Learn from distinguished faculty with real world experience

The Public Administration program benefits from experienced and committed faculty members who dedicate themselves to teaching and mentoring MPA students. The MPA faculty have years of experience in the myriad fields related to public administration. They have worked with adult learners in professional workshops, in other learning institutions, and in a variety of learning environments - giving them invaluable skills needed to meet the needs of the busy professional. Each instructor is selected for the ability to project their individual personalities into the online learning environment, and all are trained for the online teaching.

Lori Demeter, PhD

Dr. Demeter earned her Doctor of Public Policy from the University of Maryland, her Master of Science in Public Administration from Valdosta State University, and her Bachelor of Science (dual degrees) in Psychology and Public Management from Carnegie Mellon University. Her professional background includes serving as an associate at the John Hopkins Bloomberg School of Public Health, Department of Epidemiology, and policy advisor for the State of Maryland on a broad range of preventive health issues. She is currently the Director of the Maryland State Department of Health and Mental Hygiene Center for Preventive Health Services. As the director, Dr. Demeter manages a staff of 31 professionals. She also serves as Policy Advisor for broad range of statewide preventive health programs and surveillance systems, including cardiovascular health, physical activity and nutrition, diabetes, osteoporosis, fire prevention, traumatic brain injury, and injury prevention. Dr. Demeter has extensive online and traditional academic teaching experience, and has written extensively on a broad range of subjects related to public health issues.


Paul Katsampes, DPA

Dr. Katsampes earned his Doctor and Master of Public Administration from the University of Colorado at Denver, a Master in Arts from the State University of New York at Albany, and a Bachelor in Criminology/Psychology from Metropolitan State College of Denver, where he is professor emeritus. Dr. Katsampes has taught in the areas of organizational theory, business management, crime causation, and leadership. He has made a number of presentations at conferences across the county and has published numerous articles. He has authored many articles dealing with leadership and management. He has authored textbooks, manuals and technical reports and maintains an active training and consulting role with police departments, county jails, various sheriffs' departments and the Bureau of Indian Affairs. His particular areas of training and consulting include budgeting, recruitment, motivation, situational leadership, and team building.


Kenneth Mentor, JD, PhD

Kenneth Mentor earned a Juris Doctorate from The Syracuse University College of Law and a PhD in Social Science from The Maxwell School of Citizenship and Public Affairs at Syracuse University. He also has a Masters Degree in Psychology from Central Michigan University. Dr. Mentor has taught in the areas of public policy, organizational development, program evaluation, administrative law, dispute resolution, law and society, criminology, and justice administration. Dr. Mentor is an experienced online educator and continues to be a leader in the development of effective and innovative online learning environments. He has played key roles in the planning and administration of several web-based graduate degree programs. He is working to define and demonstrate new forms of web-based scholarship and has published and presented in the areas of open access learning, faculty development, program design, and other issues related to online education and teaching with technology.


Lynn Ryan MacKenzie, PhD

Dr. MacKenzie earned her Doctor of Philosophy and her Master of Science in Human Services Administration from Cornell University, a Master of Science in Child Care Administration from Nova University, and a Bachelor of Science in Applied Sociology from Brigham Young University. Her professional background spans more than 20 years and includes managing a variety of clinical programs and services, both residential and outpatient and consulting in the areas of services for strategic planning projects, outcome-based management and organizational change initiatives. She previously served as the Executive Director of Tarkio Academy, a 320-bed correctional facility for young men. Dr. MacKenzie works in Sault Ste. Marie, Ontario, where she is the Executive Director of Algoma Family Services, a non-profit agency providing clinical services to children, adults, and families. She is the Vice-President of the Board of Children's Mental Health Ontario and sits on the Advisory Committee for the Ontario Provincial Centre of Excellence for Child and Youth Mental Health.
